I was missing the devel package for BLAS and LAPACK.
$ yum install blas blas-devel
$ yum install lapack lapack-devel
$ pip install scipy

Installing scipy
Installing scipy almost always gets stuck at BLAS and LAPACK environment variables not set correctly.
I was missing the devel package for BLAS and LAPACK.
